Our Programs
FHLB Dallas programs offer funds for single and multifamily housing developments, homeowner assistance, small business investment and disaster recovery assistance. Together with local financial institutions, we are powering economic growth and improving lives.
Affordable Housing Program
The
Affordable Housing Program (AHP) is a competitive grant program that provides gap funding through member institutions for affordable housing projects. The funds are intended to assist FHLB Dallas members in financing the purchase, construction and/or rehabilitation of owner-occupied, rental or transitional housing, as well as housing for homeless individuals in their community.
Disaster Rebuilding Assistance
The
Disaster Rebuilding Assistance (DRA) program provides subsidies through member institutions for the repair and rehabilitation of owner-occupied housing affected by a disaster in federally declared disaster areas within FHLB Dallas' District.
The
Disaster Relief Program (DRP) advances provide favorably priced advance funding to support recovery efforts in Federal Emergency Management Agency (FEMA) declared disaster areas in FHLB Dallas’ five-state District.
Small Business Recovery Grant (SBRG)
The
Small Business Recovery Grant (SBRG) is a first-come, first-served noncompetitive grant program designed to assist member institutions in providing relief assistance to small businesses due to the severe weather. The program is activated at the discretion of the Board of Directors and Dallas FHLB executive team.
Housing Assistance for Veterans
The
Housing Assistance for Veterans (HAVEN) program provides grants for home modifications, new construction and down payment assistance through member institutions to assist veterans, reservists and service members who have a service-related disability, as well as Gold Star Families impacted from August 2, 1990, to the present.
Homebuyer Equity Leverage Partnership
The
Homebuyer Equity Leverage Partnership (HELP) program provides grants through member institutions to income-qualified, first-time homebuyers for down payment and closing cost assistance.
The
Heirs' Property Program provides grants to assist organizations such as nonprofit, governmental and tribal entities with initiatives that help prevent or address heirs’ property issues.
Native American Housing Opportunities Fund
Native American Housing Opportunities Fund provides grants to federally recognized tribes and Tribally Designated Housing Entities (TDHEs) to support the housing needs of tribes and tribal organizations.The program provides grants of $50,000 to $150,000 per applicant to help meet the housing needs of tribes and TDHEs.
FHLB Dallas FORTIFIED Fund
The
FHLB Dallas FORTIFIED Fund provides grants through member institutions to assist income-qualified homeowners in funding storm-resistant roofs designed to prevent damage from hurricanes, high winds, hailstorms, severe thunderstorms and tornados rated EF2 or lower.
Special Needs Assistance Program
The
Special Needs Assistance Program (SNAP) program provides funds through member institutions for the rehabilitation and/or modification of owner-occupied households with a special-needs occupant.
The
Small Business Boost (SBB) is an economic development program offered by FHLB Dallas to help participating members provide financing for qualified small businesses by filling the gap between what the member can finance and the loan request made by an eligible small business. SBB funds are provided as a secondary, unsecured loan in conjunction with a loan made by the participating member institution.
Economic Development Program
The
Economic Development Program (EDP) offers FHLB Dallas’ members favorably priced advances (loans) to support qualified economic and commercial development projects benefiting their communities.
Community Investment Program
Our
Community Investment Program (CIP) provides FHLB Dallas members with favorably priced advances (loans) to support affordable housing for homeowners and renters earning up to 115 percent of their area’s median income.
Partnership Grant Program
The
Partnership Grant Program (PGP) provides grants through member institutions to assist qualified community-based organizations with their operational needs.
