Program Overview

U.S. veterans proudly served this country. The FHLB Dallas Housing Assistance for Veterans (HAVEN) program ensures that we serve them, too.

The Housing Assistance for Veterans (HAVEN) program provides grants for home modifications, new construction and down payment assistance through member institutions to assist veterans, reservists and service members who have a service-related disability and Gold Star Families who suffered a loss.  

Funds may be used for:

  • Down payment and/or closing costs that assists eligible veterans, service members or Gold Star Families to purchase their first home
  • Construction costs toward a newly constructed home
  • Necessary modifications like the installation of grab bars, ramps, door widening and lowering of countertops or non-disability related repairs to a primary residence
  • A third-party inspection and developer fees. Developer fees may not exceed $750

The funds are disbursed on a first-come, first-served, homeowner-by-homeowner basis. Each household may receive up to $25,000 toward a qualifying property located in the FHLB Dallas District of Arkansas, Louisiana, Mississippi, New Mexico or Texas. HAVEN funds are available until the funds are exhausted or until December 31, 2025, whichever occurs first.

New in 2025, there is one Funding Manual encompassing all eligible uses of funds. Please use the updated Funding Manual to submit requests.

HAVEN grants can be used to assist with the housing needs of U.S. veterans and active duty, reserve or National Guard service members who have a service-related disability and Gold Star Families who suffered a loss. Each household may receive up to $25,000 toward a qualifying property located in the District of Arkansas, Louisiana, Mississippi, New Mexico or Texas.

HAVEN funds are provided only through FHLB Dallas members. FHLB Dallas does not provide funds directly to consumers.

Member Requirements

To qualify for the HAVEN program, households must have an occupant with a service related disability or be a Gold Star Family.

Additional HAVEN Program Requirements

  • Households must have a family income of 165 percent or less of the area median income
  • The grant recipient may adapt a home that they or a family member plans to purchase and in which they intend to reside
  • The grant recipient may adapt a home that they or a family member already owns and in which they intend to reside
  • If a home is being newly constructed and adapted to meet the needs of the veteran or service member, HAVEN funds may be used to offset new construction costs
  • If the HAVEN funds are used for down payment assistance or closing costs, then the grant recipient must qualify as a first-time home buyer and complete a homeowner counseling course
  • The FHLB Dallas member will pass on the full amount of the HAVEN funds as a grant to benefit the household for which the HAVEN funds were approved
  • The FHLB Dallas member is required to obtain verification of the completed modification within 60 days of funding if a signed cost estimate was utilized to disburse the funds. If HAVEN funds are used for new construction, evidence of the total construction cost is required
  • Households may not receive any cash back

How It Works

FHLB Dallas distributes HAVEN grants through its members on a first-come, first-served, homeowner-by-homeowner basis until funds are exhausted or December 31, 2025, whichever occurs first.

  3. Fill out and sign the application forms
  4. FHLB Dallas members submit the request to the Community Investment Department via email to ahp@fhlb.com
