Program Overview |
With the FHLB Dallas FORTIFIED Fund, your institution can help finance strong roofs that will withstand severe weather, saving homeowners money and frustration. The FHLB Dallas FORTIFIED Fund helps income-qualified homeowners to replace an existing roof or upgrade the roof on a new construction home to a FORTIFIED roof. These storm-resistant roofs are designed to prevent damage from hurricanes, high winds, hail and severe thunderstorms. There are two types of grants available:
- The FORTIFIED Roof Grant
Up to $15,000 to replace an existing roof with a FORTIFIED Roof
- The FORTIFIED Construction Grant
Up to $7,500 to build a FORTIFIED Roof on a newly constructed home
Key Program Updates:
- Applications of up to $500,000 may be submitted and can include multiple households pre-qualified by the submitting FHLB Dallas member institution
- Funding offerings: Offering 1 will open April 15, 2025, and remain open until June 13, 2025. Offering 2 will open July 7, 2025, and remain open until October 31, 2025, or until funds are exhausted. Projects will be funded on a first-come, first-served basis
- Intermediary organizations may assist members by facilitating applications

Applications must be submitted by an FHLB Dallas Member Financial Institution. Homeowners & intermediaries cannot submit applications directly to FHLB Dallas. You can find FHLB Dallas Members through our directory.
Member Requirements
- Members are responsible for ensuring that households have a family income of 120 percent or less of the area median income (AMI) at the time the household's income is verified. Verification must occur within 90 days prior to submission of the application to FHLB Dallas
- The member may not request funds in an amount exceeding $15,000 per household for the replacement of an existing roof or $7,500 per household for the upgrade to a FORTIFIED roof on a newly constructed home. In both cases, the funds will pay for the actual cost of the roof plus any allowable intermediary and evaluator fees within the program limits
- The roof must be completed in accordance with FHLB Dallas FORTIFIED Fund program requirements. For existing homes, the intermediary fee may not exceed $1,000. For new homes, an intermediary fee is not allowed; however, the evaluator fee is allowed
- The member must pass on the full amount of the funds as a grant for the benefit of the household for which the funds were approved
- Each intermediary organization may submit one application through a member per offering for a total of two applications per year
- Members may submit multiple intermediary-facilitated applications per offering
- Funds are disbursed prior to construction/renovation
- Housholds may not receive any cash back
Key documentation can be found in the FORTIFIED Fund User Guide. The FORTIFIED Fund User Guide will be published here by April 15, 2025. For each household included in the application, Members are responsible for collecting and verifying the following:
- Roof Repair Estimate (existing homes only): The roofer must provide a cost estimate for each household included in the application. This document must be signed by the roofer, homeowner, and a Member representative
- Pre-Construction Evaluation Affidavit (existing homes only): An IBHS certified evaluator must perform an initial review of each home’s current condition and provide documentation of the steps needed to complete the roof. The Pre-Construction Evaluation Affidavit serves as verification that this has occurred
- Household Income Certification Form: Income information for each household must be collected and verified on this form. Documentation must be collected to verify each source of income using FHLB Dallas methodology explained in this video. This includes, but is not limited to, paystubs, social security award letters, pension statements, and tax documents
- Sources & Uses: This document summarizes the project cost for each household. All sources of funds, including non-FHLB sources, must be included to show how all uses of funds will be paid for. Uses include roof cost, evaluators fees, and intermediary fees
- Proof of Homeownership: Evidence of homeownership must be collected for all existing homes. Proof of homeownership is not required at the time of application on new construction homes, but the future owners must be pre-identified and proof of purchase or ownership is required once ownership is acquired by the pre-identified household members.
How It Works
FORTIFIED funds may only be accessed through a member institution. FHLB Dallas does not provide funds directly to consumers.
Application materials for 2025 will be posted on our website by April 15, 2025. Members are required to collect & verify all information as indicated above. These documents should not be submitted to FHLB Dallas at the time of initial request, although FHLB Dallas reserves the right to review all documentation. Members must retain all documentation through the duration of the project.
