Program Overview

FHLB Dallas’ Disaster Relief Program (DRP) provides favorably priced advances (loans) to help members finance recovery efforts in federally declared disaster areas within the FHLB Dallas District.

DRP advances may be used to fund construction or renovations to residential or commercial properties or community facilities, as well as the replacement of equipment, inventory or personal property damaged by an eligible natural disaster. DRP advances must benefit households with income sat or below 165 percent of the Area Median Income (AMI) or businesses located in communities in which the average family income is at or below 165 percent of the AMI.

Note: Funds may only be accessed through a member institution. FHLB Dallas does not provide direct-to-consumer loans.

FEMA Disaster Declaration: Texas and Arkansas Severe Storms

FHLB Dallas has activated its Disaster Relief Program (DRP) fund in response to the devastation caused by severe storms, straight-line winds, tornadoes and flooding in Texas and Arkansas. The storms in Texas began April 26, 2024, and damaged several counties. The DRP for Texas storms is available until November 23, 2024. The storms in Arkansas occurred between May 24 and May 27, 2024, and affected these counties. The DRP for Arkansas storms is available until December 5, 2024.

DRP advances are noncompetitive, priced below our already favorable Community Investment Program (CIP) advance interest rates and available through our members. For more detailed program information, visit the resources section on this page or contact Member Services at 844.345.2265.

FHLB Dallas Disaster Relief Program (DRP) advances are noncompetitive and priced below our already favorable Community Investment Program (CIP) advance interest rates. Access to funding at such favorable rates enables you to provide loans at cost-effective rates to your customers – when they need them most.

Approved Uses

DRP advances must be used to assist households or businesses that meet the following criteria:

  • Households with incomes at or below 165 percent of the area median income
  • Businesses located in communities in which the average family income is at or below 165 percent of their area median income
  • Businesses that will create or retain jobs and meet at least one of the following criteria:
    • At least 51 percent of the project's employees have incomes at or below 165 percent of their area median income
    • At least 51 percent of the families who will benefit from the project have incomes at or below 165 percent of their area median income

Terms

DRP advances can be fixed rate or floating rate, amortizing or nonamortizing. Terms range from three months to 40 years and cannot exceed the term of any financing the member makes to the project. If we determine that the DRP advance was improperly used, it may be converted to a comparable market interest rate.

In addition to ensuring household, business or project eligibility for DRP funding,  members applying for DRP advances must comply with our Member Products and Credit Policy on SecureConnect.

FHLB Dallas provides Disaster Relief Program (DRP) advances through its financial institution members. Homeowners, business owners or representatives of community-based organizations seeking DRP advances must contact a member financial institution to apply for funds. Funds may only be accessed through a member institution. FHLB Dallas does not provide funds directly to consumers.
