Program Overview

FHLB Dallas offers a Small Business Recovery Grant (SBRG) for small businesses when disaster strikes. The SBRG is a first-come, first-served noncompetitive grant program, that assists member financial institutions in providing relief to small businesses impacted by severe weather. The program is activated at the discretion of the Board of Directors and the FHLB Dallas Executive Leadership team. The funds are intended to assist with reasonable and necessary expenses that are not otherwise covered by insurance or other reimbursement.

In response to the challenges faced by small businesses due to the recent flooding in New Mexico and the wildfires over the summer, FHLB Dallas is offering $1 million in grants through the Small Business Recovery Grant Program (SBRG).

The program will be available to members on a first-come, first-served basis starting Thursday, January 2, 2025. Join the members-only webinar on December 17, 2024, to understand how your institution can support its customers on the eligibility criteria, guidelines, documentation requirements and deadlines.

The SBRG program can help small businesses with:

  • Building rehabilitation and repair
  • Machinery and equipment repair and replacement
  • Inventory replacement

Program Requirements For Members

 
Like all FHLB Dallas programs, SBRG is available only through FHLB Dallas members. We do not provide funds directly to consumers. The application must be submitted by a member institution and signed by an authorized individual.
 

Requirements:

  • Member institutions must pass along the full amount of the SBRG to the small business owner
  • The assisted small business must have incurred damage at least equal to the amount of the grant
  • Small business owners must certify that their business has been damaged or destroyed by the disaster and that the grant will be used toward resuming operations in the affected area
  • The small business must qualify as a “small business” as defined by section 3(a) of the Small Business Act (15 U.S.C. 632(a)) and implemented by the Small Business Administration under 13 CFR part 121, or any successor provisions
  • The small business must be established as a legitimate business entity organized for profit, with a place of business located within FHLB Dallas’ five-state District and operating primarily within the United States or making a significant contribution to the U.S. economy through payment of taxes or use of American products, materials or labor
