Grant Helps Texas Retiree Complete Much-Needed Home Repairs

Hosea Fain has been a proud homeowner in Dallas, Texas, for more than 30 years. But it became tougher to maintain and repair after a 2008 injury on the job.

Mr. Fain, a retired county election judge and welder and machine operator, became disabled  when he fell from a truck onto concrete, injuring his back and neck.

With the help of a $4,916 Special Needs Assistance Program (SNAP) grant     from the Federal Home Loan Bank of Dallas (FHLB Dallas) he was able to afford much-needed repairs – replacing a heavy wooden garage door with a lightweight aluminum door that is easier for Mr. Fain to open and close. The grant also covered the replacement of deteriorating wood trim on the home’s exterior.

“As a hard-working man, my accident put me out of work much earlier than I expected,” Mr. Fain, 60, said. He has been unable to work full-time since the accident.

SNAP provides grants for the repair and modification of owner-occupied homes of eligible, special-needs individuals, such as the elderly, disabled, those with HIV/AIDS and other vulnerable groups.

Like all FHLB Dallas grants, SNAP is awarded through FHLB Dallas member institutions. This one was awarded through Hancock Whitney. 

“Home repairs can be expensive and when you add in a disability and a fixed income, they can quickly become overwhelming,” said Hancock Whitney Assistant Vice President and Community Development Officer LaCarsha Babers. “SNAP was the perfect solution for Mr. Fain and has done a lot of good in the communities we serve.”

Mr. Fain and his wife, Jacqueline raised four children in their home. He is  thankful for the help.

“When I was younger and working, I was able to do the things I needed to do to keep up the house,” he said. “It was a blessing for us to be able to receive this type of help because of our fixed income.”
