Functional Changes to the FHLB Dallas FORTIFIED Fund in 2025

For 2025, the Federal Home Loan Bank of Dallas (Bank) has revised its FHLB Dallas FORTIFIED Fund to improve program efficiency, increase funding capacity and reduce funding wait times. 

The FHLB Dallas FORTIFIED Fund provides grants through members to assist income-qualified homeowners in funding storm-resistant roofs that are designed to prevent damage during extreme weather. 

The changes will provide members with control and discretion over the timing of payments to roofers and roof evaluators. Evaluators are certified by the Insurance Institute for Business and Home Safety and verify that FORTIFIED compliance standards are met.

The following changes have been made:

  • Members will submit one application on behalf of multiple households in one request
  • Members will sign attestations confirming that households qualify for funding based on household income and evidence of home ownership
  • Approved funds will be disbursed to members prior to renovations for the member to disburse to contractors and evaluators as roofs are completed and certified
Members may work with an intermediary organization to identify and qualify households, find roofers and evaluators, and facilitate payments to appropriate parties. Alternatively, members may assume these responsibilities themselves. 

Members can apply for grants beginning on April 15, 2025. A total of $10 million will be available for owner-occupied housing.

Eligible households may receive up to $15,000 for a roof replacement on an existing home or up to $7,500 toward a roof on a newly constructed home within the Bank’s District of Arkansas, Louisiana, Mississippi, New Mexico and Texas. 

Applications will be accepted during two offerings. The first offering of $5 million will occur from Tuesday, April 15, 2025 through Friday, June 13, 2025. The second, also $5 million, will occur from Monday, July 7, 2025 through Friday, October 31, 2025, or until funds are exhausted, whichever occurs first. Applications will be accepted on a first-come, first-served basis during each offering.
