Bank Expands Housing Assistance for Veterans Program Eligibility and Raises Individual Grant Limits
The Federal Home Loan Bank of Dallas (Bank) is pleased to announce that it has expanded the eligibility for the Housing Assistance for Veterans (HAVEN) program to include all service members who have a service-related disability, regardless of when they served.
This is an expansion from the previous eligibility window of August 2, 1990 to the present. HAVEN is also open to Gold Star Families.
The maximum grant per household has been increased from $20,000 in 2024 to $25,000 in 2025.
For 2025, the Bank has allocated $1 million for HAVEN, up from $300,000 in 2024. Member institutions may access the funding to assist eligible applicants on a first-come, first-served basis until funds are exhausted or December 31, 2025, whichever occurs first.
Applications will be accepted beginning Monday, February 3, 2025.
Uses of Funds:
- Down payment and/or closing costs for eligible veterans, service members or Gold Star Families to purchase their first home
- Construction costs toward a newly constructed home
- Necessary modifications such as the installation of grab bars, ramps, door widening, and/or lowering of countertops or non-disability related repairs to a primary residence
- Third-party inspection and developer fees
Program Requirements:
- Households must be located within the Bank’s District and have a family income of 165 percent or less of the area median income
- The grant recipient may adapt a home that they or a family member plan to purchase and in which they intend to reside
- The grant recipient may adapt a home that they or a family member already own and in which they intend to reside
- If a home is being newly constructed and adapted to meet the needs of the veteran or service member, HAVEN funds may be used to offset new construction costs
- If the HAVEN funds are used for down payment assistance or closing costs, then the grant recipient must qualify as a first-time homebuyer and complete a homeowner counseling course
- The member institution will pass on the full amount of the HAVEN funds as a grant to benefit the household for which the HAVEN funds were approved
- The member institution is required to obtain verification of the completed modification within 60 days of funding if a signed cost estimate was utilized to disburse the funds; if HAVEN funds are used for new construction, evidence of the total construction cost is required
- Households may not receive any cash back
