$1 Million Small Business Recovery Grant Program for Flooding and Wildfire Relief in New Mexico
In response to the challenges faced by small businesses impacted by the recent flooding in New Mexico and the wildfires over the summer, the Federal Home Loan Bank of Dallas (Bank) is offering $1 million in grants through the Small Business Recovery Grant Program (SBRG) to support recovery efforts in affected counties. The program will be available to members starting Thursday, January 2, 2025, on a first-come, first-served basis. There is no individual member limit on the funds.
About the Program
Under the SBRG, the Bank will offer grants up to $20,000 per eligible small business to use for:
- Building rehabilitation and repair
- Machinery and equipment repair or replacement
- Inventory replacement
Eligibility Criteria:
Small businesses must meet the following criteria:

Be a legitimate, for-profit small business as defined by Section 3(a) of the Small Business Act (15 U.S.C. 632(a)) and implemented by the Small Business Administration under 13 CFR part 121

Be located in a FEMA-designated disaster area. As of December 10, 2024, the following counties are eligible:
- San Juan, Rio Ariba, Lincoln, Mescalero Apache Tribe and Otero counties for the wildfires. Click here to check for subsequently added counties

Have incurred damages equal to or exceeding the maximum grant amount

Submit photo evidence as part of their application
Applications are available on Secure Connect and should be submitted to Member Services at Member.Services@fhlb.com for processing.
